Dr Dev Kant Rao obtained his educational qualifications in the area of Zoology (Life Sciences) from Delhi University and has published many research publications in the Journals of International repute having excellent impact factor and citations. He has also published more than 15 books in the subject of Science & Technology, Biology and several policy documents. Before joining IGNOU, he worked as Academic Officer (Life Sciences) in National Institute of Open Schooling (NIOS); taught Zoology to undergraduate students in Deshbandhu College, Delhi University and worked as Scientist in Council of Scientific & Industrial Research (CSIR), New Delhi. He has been a member of several Curriculum committees as well as Course writing teams; developed Self Learning Material (SLM) in Science & Technology, Biology and Environmental Science subjects; written many audio, video and multimedia scripts and also conducted several training programmes for Teachers at School as well as University levels on Instructional design and SLM development. He has also coordinated 2 Projects on Science popularization with NCSTC, DST and one project on Adolescence Education with UNFPA.

Since joining in IGNOU in 2008, he has contributed in many areas including policy formulation on Recognition scheme, Assessment and Accreditation scheme, Quality assurance scheme and norms and guidelines for offering programmes through ODL mode amongst others. He is actively engaged in documentation, Report writing, preparing Plans, Annual reports, Profiles etc. Several important matters including, preparation of Agenda and Minutes/Reports of Statutory and important meetings, preparing replies to Parliament Questions and Assurances etc., Status notes, norms and guidelines etc He has also coordinated more than 50 Expert committees on recognition and programme evaluation of ODL Institutions and also has been part of several Fact finding Committees constituted by MHRD/DEC/UGC. He has been actively involved in devising norms and policies for safeguarding the interest of learners pursuing programmes through ODL mode and to bring quality assurance in the system. He has also been looking after the personnel and establishment matters of the Teachers and academics of the University including their recruitment, career advancement, roster preparation, and other service matters.
