Membership Forms: The duly filled in membership form available at the Library or can be downloaded from website is to be forwarded by the Director/ HOD of School/Division concerned.

 
Security Deposit:Refundable Security of Rs.500/- (Bachelor/Diploma/Certificate levels) & Rs. 1000/- (Master level) are to be paid by demand draft drawn in the favour of Indira Gandhi National Open University, New Delhi with University cashier after obtaining the necessary slip from library. The security deposit is refundable on the claim within two years of the date of expiry of membership of the library and beyond this money lapses to the University.
 
Issue Rules:
  • Students shall be entitled for borrowing books: Master level - Four books; Bachelor level - Three books; and Diploma/certificate courses - two books. These shall be issued from General collection for the period of fortnight only. However the books from other collection may be issued at the discretion of the Librarian. The renewal can be done on request for another period of fortnight, if there is no demand for the book. Library reserves the right to recall any book issued on loan.
  • Sub-lending of the books and misuse of the privileges are entirely at the risk of the membership holder and Library in no way will be responsible of its misuse.
  • Manuscripts, reference books, rare books, thesis, dissertations, periodicals (loose numbers and bound volumes) and such other reading materials as are marked for consultation within the library shall not be issued out for loan except with the special permission of the University Librarian or the In-charge of the library.
  • Borrowers must satisfy themselves about the physical condition of the books before borrowing; otherwise, they will be held responsible for any damage or mutilation noticed later or at the time of returning.
  • Penalties for books lost, damaged, mutilated or defaced by marking shall be fixed by the University Librarian. The University Librarian pending the discharge of the liabilities may suspend defaulters from the use of the Library.
  • Loan of books is not renewable, in case it is in demand by another user.
  • The University Librarian or In-charge of the Library can recall books on loan with members at any time.
  • Reservation for books which are not on library shelves can be made by students on prescribed reservation cards available at circulation counter.
Overdue Charges: For overdue books, the fine of Rs. 5 per day per book can be charged.
 
Loss or Damage of Books: Students should replace the books lost or damaged by them, failing which they need to pay the total cost of the books to the library as per existing rules.
 
Obtaining Clearance Certificate: 
  • Obtaining clearance certificate with no dues is mandatory to all the bonafide members of the university library and shall be implemented at double level i.e. Schools/ divisions/ centres/ units and SED levels.
  • The library books/ tickets / membership cards are the property of the library and are to be returned and dues, if any, be cleared/ paid and a clearance certificate be obtained from the Central Library from respective libraries. 
  • All formalities to obtain clearance certificate are to be completed by the member before taking the university examination or submitting the thesis/ dissertations or terminating connection with the university as the case may be.
  • It will be mandatory for all Schools/Centres/Divisions/Units to seek the clearance certificate from students who have obtained library membership of the IGNOU. No School/Division/Centre/Unit of the University shall issue a discharge certificate to any of its student who is a member of the library without obtaining a Library “No Dues Clearance Certificate” from the Central Library. Copy of clearance certificate shall be asked by SED from the student before issuing them the Examination Card. The students will not be allowed to sit in Examination without No Dues Certificate from the Library.

No Dues Provision: Academic Coordination Division shall ask for the No Due Certificate from Library. If the research work is submitted for examination for award of degree by RTA prior to the stipulated or extended term, the clearance from library shall be obtained. Otherwise the remuneration for the last month of the term shall be released after obtaining the clearance from library.

No Dues Certificate:
 
Consultants:“No Dues” certificate should be asked from the library by ACD/Registrar (Admn.) as the case may be. The honorarium/remuneration/fellowship for the last month of the term should be released after obtaining clearance from the library.
 
Other Ph.D students: “Before the research work is recommended for examination of the students, “No Dues” shall be asked for by the Research Unit/School/Division/Centre concerned from the Library.
