Dr. Vidya Bhagat Negi, is currently Registrar (Admn) I/C of Indira Gandhi National Open University. He is also discharging the duties in Student Evaluation Division (SED), as Joint Registrar. Prior to this, Dr. Negi has worked as Deputy Registrar and other capacities in IGNOU and its Regional Centres in Haryana, Himachal Pradesh and Jammu and Kashmir. 
 

Dr. Negi has received the degree of Doctorate of Philosophy in Law from Kurukshetra University under title ‘Environment Protection Laws: A Study of Kinnaur District (HP)’. He has completed his LLM Degree from the same University under title ‘Right to Education: Changing Dimension’. He obtained the degrees of MA History and LLB from Himachal Pradesh University, Shimla. Besides, he also earned Post Graduate Diploma in Human Resource Development (PGDHRM) and PG Diploma in Distance Education (PGDDE) from Indira Gandhi National Open University.

Dr. Negi has been member of Himachal Pradesh Board of School Education, Dharmshala, member expert group on Rehabilitation under Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act-2013. He was also nominated by Ministry of Environment and Forest, Govt. of India as the member Himachal Pradesh State Appraisal Committee and evaluated/ appraised more than 200 development projects of the State of Himachal Pradesh.

Dr. V B Negi is the author of book ‘Environmental Laws: Issues and Concerns’ published by Regal Publications. More than 30 research papers and articles have been published to his credit.  He has presented papers in various National and International Seminars. He has also supervised a number of students for their Project works in Managements Studies, Political Science, Public Administration and Tourism Studies. Dr. Negi has prepared manuals on Part Time Staff of Study Centers and Financial Norms for the Learner Centers of IGNOU. He is also the co-compiler of Fact Profile of Himachal Pradesh and Reference manual for IGNOU Coordinators.

Dr. V B Negi has had more than 26 years of experience in   Educational and General Administration, Finance and Accounts, Examination, Legal matters, Training and Guidance and Students Support Services. He has also rendered his services to Public Works Department, Government of Himachal Pradesh for 12 years of service in various capacities.

His interest areas include; Environment studies, Legal awareness, Disaster Management and Non Governmental Support Organizations.
