Report on D.El.Ed. Programme offered through Project Mode
The school entered into MOUs with States of the northeast namely Sikkim, Mizoram, Arunachal Pradesh and Tripura for offering D.El.Ed. Programme. The State of Uttarakhand also entered into an MOU to offer D.El.Ed. Programme to train all untrained serving teachers in the context of the Right to Education Act (RTE Act). The MOUs were signed after the State Governments had applied to NCTE with a request for permission to offer IGNOU’s D.El.Ed. Programme for elementary school teachers. Certificate Programme for Professional Development of Primary Teachers (CPPDPT) : An IGNOU-KVS Project
1. Programme inception: Indira Gandhi National Open University (IGNOU) signed a Memorandum of Understanding with Kendriya Vidalaya Sangthan (KVS) in March, 2011 for the Continuous Professional Development (CPD) of KVS teachers of the primary,secondary and senior secondary levels through distance mode. It was agreed by IGNOU and KVS that the teachers teaching at the primary level would be trained in the first phase through the CPPDPT programme of six month duration. The MOU was subsequently renewed for a period of three years on 28
thAugust, 2014 in continuation with the earlier MOU and rephrased as Memorandum of Collaboration (MOC).The CPPDPT programme was launched for the first batch of primary teachers KVS in July, 2014 with an enrolment of 3793 learners. It is especially beneficial for teachers not having the training to teach at elementary level, which is mandatory as per the Right to Education Act, 2009. A total of 11128 learners were enrolled in this programme from July, 2014 to January, 2017 session. Each session was of 6 months duration. However, the teachers were given the opportunity to complete the programme in 24 months after re-registering in the courses which they had not completed within 18 months, the maximum duration for completion of CPPDPT programme. The detail of programme development and delivery is given below:
2. Programme development:A need assessment survey was carried out to determine the needs of KVS teachers, and subsequently the CPPDPT programme of 16 credits, distributed across six theory courses and one workshop of 15 days was developed. The programme leads to certification following assessment carried out through one assignment of 30% weight and Term End Examination (TEE) of 70% weight for each course, and through continuous assessment during the workshop. The medium of instructions of the programme is English but TEE and assignments can be written in English/Hindi. The instructions for this programme are offered mainly through the print medium, and is supplemented by audio and video programmes. The workshop involves face to face interaction.
3. Programme delivery: The Programme Study Centres (PSC) of this programme are located in the KVs, each serving 50 students and Academic Counselors are nominated by KVS from their cadre of TGT and PGT teachers and headmasters of the primary section of KV schools. The principal of the KV school in which the PSC is located, is the programme in-charge (PIC) of that PSC.
4. Learner support: Academic counseling is organisedat PSCs.A two day orientation programme for academic counselors was organised by the faculty members of SOE and STRIDE of IGNOU at five Zonal Institutes of Education and Training (ZIETs) of KVS at Chandigarh, Mumbai, Mysore, Gwalior, and Bhubaneswar during 24-30th September, 2014. Apart from face to face interactive sessions, there were 20 web conferencing sessions during the orientation programme for academic counselors. A second phase of orientation was organized for two days at two ZIETs at Mysore and Chandigarh during 17.04.2016 -20.04.2016. Approximately 1000 KVS teachers at TGT, PGT and H.M. Primary Level have been oriented to act asacademic counselors as well as PICs of CPPDPT Programme.
5. Monitoring: The Workshop Based Activities (WBA) are organized at the PSCs. Since the implementation of the programme the faculty members of the School of Education, IGNOU have visited several PSCs all over India during the workshops and obtained valuable feedback from students which were used to improve the subsequent conduct of WBA. In addition, the team of faculty members, visiting PSCs, also functioned as resource persons and organized various activities for different sessions during WBA.
