New Registrar of IGNOU

Mr. J.Ernest Samuel Ratnakumar has taken over the new Registrar (Admn) of Indira Gandhi National Open University (IGNOU) for a period of 5 years.

Before joining IGNOU as Registrar, Mr. Samuel was Founding Registrar, Shiv Nadar University, an International, Inter and Multi Disciplinary University, from 2011 to 2014. Earlier he was Registrar, Thapar University, Punjab, from 2010 to 2011, Registrar, National Institute of Technology, (NIT), Tiruchchirappalli, from 2009 to 2010 and as Deputy Secretary, Institute of Chartered Accountants of India, (ICAI), from 1997 to 2009.

A professional administrator with extensive experience spanning over 25 years, in the fields of Educational Administration, Human Resources Management and Law, Mr. Ernest Samuel has also worked in eminent institutes of higher professional learning apart from Government Sector.
He holds post-graduate degree/s in various disciplines viz. Commerce (M.Com), Law (LLB & ML) and Management (MBA). Mr. Samuel has also been a distinguished speaker and visiting faculty at several institutes of learning across the country. He is currently working on his doctoral thesis on Cyber Law and Cyber Crimes & University Administration in Liberalised Era.
