The International Cell was operationalised in mid 1996 with the task of promoting the academic programmes of IGNOU outside the country by establishing bilateral and multi-lateral cooperation and exchanges at the international level. IGNOU's Act was amended to enable the establishment of Study Centres outside India and to conduct its academic programmes through the distance mode.
