It gives me immense pleasure to present an overview of the activities and achievements of the Construction and Maintenance Division (CMD) at Indira Gandhi National Open University (IGNOU).
The University’s infrastructure is entrusted with the CMD for developing, maintaining, and upgrading the physical assets of IGNOU—both at the Headquarters in Maidan Garhi to AGVC, New Delhi, and at Regional Centres across the country. This division ensures that the academic, administrative, and residential building facilities are not only functional but also sustainable, energy-efficient, and conducive to a vibrant teaching-learning environment.
Over the years, CMD has successfully executed numerous construction projects, including Regional Centre buildings across India, residential complexes, academic blocks, convention centres, and supporting infrastructure. We also provide uninterrupted essential services such as water supply, sewage treatment, electrical sub-stations, and centralized air-conditioning plants, while simultaneously focusing on renewable energy adoption, rainwater harvesting, and eco-friendly initiatives.
In line with the University’s vision, CMD is committed to sustainable growth. With the integration of solar energy systems, LED lighting, water recycling, and green construction practices. Several upcoming projects—including new academic, residential, and student-centric facilities—are designed to further strengthen IGNOU’s infrastructure and enhance the learning experience of our students.

i) Landscape of IGNOU Campus
The IGNOU campus at Maidan Garhi, New Delhi, is spread across 150 acres and has been developed as a self-contained institutional township. The campus landscape is designed to maintain an eco-friendly and green environment:

• Large open green areas and lawns maintained through treated water from STPs.
• Rainwater harvesting pits located across the campus for groundwater recharge.
• Dedicated horticulture section for plantation and maintenance of gardens.
• Internal road network with avenues of trees for a pollution-free environment.
• Walking tracks and open spaces for students, faculty, and staff.

ii) Regional Centres Owning Permanent Campuses
IGNOU has successfully constructed 21 Regional Centre buildings across India, with built-up areas ranging from 500 sqm to 4900 sqm, while a few more are in process for construction.

iii) Technical Infrastructure of the Campus
The CMD maintains a robust technical infrastructure to ensure uninterrupted facilities for the university community:
Sewage Treatment Plants (STPs)

• Multiple STPs operational within the campus.
• Capacity to treat over 1,00,000 litres per day.
• Treated water is reused for horticulture and landscaping.

• 10 Tube Wells connected to dedicated pump houses.
• Supplementary water supply through Delhi Jal Board pipelines.
• Underground water reservoirs for storage and campus-wide distribution.

• 500 kWp rooftop solar panels installed on RESCO mode, grid-connected.
• Further expansion planned through SECI empanelled agencies as per MNRE norms.
• Contribution towards green energy and reduced carbon footprint.

• Multiple 11 KV substations operational in the campus.
• Recent upgradation of Substation No. 4 & 5 through CPWD.
• Ensures uninterrupted power supply to academic, residential, and service buildings.

• Centralized AC plants are serving the Academic Blocks, Convention Centre, Vice-Chancellor Office, VIP Guest House, and EMPC.
• Replacement of AC plants at Block–15 and Academic Complex, Convention Centre has been completed.
• Regular operation and maintenance is being carried out for A.C Plants through CPWD.

iv) Civil & Electrical Maintenance
The Construction & Maintenance Division (CMD) ensures the civil and electrical upkeep of all major university facilities, including:

Convention Centre – AC plants, electrical systems, and structural maintenance. Staff Quarters at MGRC & AGVC – routine repair, renovation, and utility services. Guest Houses – upkeep of civil structures, interiors, electrical systems, and essential services for visiting dignitaries and faculty. Vice-Chancellor’s Building – complete maintenance of civil and electrical works including support utilities. Temporary and Permanent Campus at Headquarters (Maidan Garhi, New Delhi) – structural and electrical upkeep of academic blocks, office complexes, and residential facilities. Regional Centre Buildings across India – routine maintenance of civil structures, substations, water systems, and electrical installations.

• 420 HP VRF/VRB Air-conditioning plant at Block No.15, IGNOU Campus.

• Replacement of ballast-based light fixtures with LED-based fittings.
• Includes replacement of poles and LED post dome fittings at IGNOU Campus.

• Existing 4×300 TR & 2×100 TR AC plants at Academic Blocks & Convention Centre, IGNOU Campus.

• Warehouses 2 to 4 at IGNOU Campus, Maidan Garhi.
