Vigilance Cell Introduction
Central Vigilance Commission which is an apex organization of Government of India created in 1964 with a mandate to ensure integrity, transparency and accountability in governance of all the government offices and public sector undertakings. In 2003, the Parliament enacted a law conferring statutory status on the CVC with a mandate to ensure all round development of a country in a holistic manner.
The University brought into practice the guidelines laid down by the Central Vigilance Commission (CVC) and established the Vigilance Cell in 1998. The Cell is headed by the Chief Vigilance Officer (CVO). As per the Vigilance Manual of CVC (2005) and updated version of Vigilance Manual of CVC 2017 & 2021, “the CVO acts as a special assistant/advisor to the chief executive in all matters pertaining to Vigilance. He provides a link between his organization and the Central Vigilance Commission and his organization and the Central Bureau of Investigation”.

Welcome to Vigilance Cell webpage. I, on behalf of team of Vigilance Cell, IGNOU, emphasize on the importance of adhering to ethical practices, integrity and transparency in both their professional and personal lives. Further, the observance of the Vigilance Awareness Week observed annually during the week of Bharat Ratna Sardar Vallabhbhai Patel’s birthday (31st October) serves as a crucial reminder of the need for honesty and integrity to eradicate corruption from all sectors of life. An effective vigilance includes preventive and punitive measures against corruption and making systemic improvements. The function of CVO is mainly divided into three parts, viz (i) Preventive vigilance, (ii) Punitive vigilance, and (iii) Surveillance and detection. Punitive Vigilance aims to receive complaints from all concerns and scrutinize them as per existing instructions and to investigate into such allegations involving vigilance angles. Preventive Vigilance aims at creating and nurturing an organizational ecosystem, in which scope of malpractice is minimized by laying down Standard Operating Procedures (SOP) and by ensuring transparency and accountability. Surveillance and detection aims to conducts regular and surprise inspection in the sensitive areas.
