The Centre for Internal Quality Assurance (CIQA) at Indira Gandhi National Open University (IGNOU) serves as the cornerstone of the university’s unwavering pursuit of excellence. Born out of the institution’s dynamic growth and its expanding array of academic and operational activities, CIQA is a response to both the evolving educational landscape and directives from national regulatory bodies such as the National Assessment and Accreditation Council (NAAC) and University Grants Commission (UGC).

Tasked with a mission that goes beyond mere compliance, CIQA is at the heart of IGNOU’s quality ecosystem, championing a culture of continuous reflection, improvement, and innovation. It spearheads self-evaluative initiatives across the university's diverse schools, divisions, centres, and units while fostering meaningful engagement with students, employers, and other key stakeholders to shape future progress. CIQA also ensures that IGNOU's programs and processes not only meet but exceed the standards set by regulatory bodies, positioning the university for national and international recognition.

Reporting directly to the Vice Chancellor, CIQA is instrumental in aligning the university’s vision with the highest benchmarks of academic and operational quality. In furthering this mission, the establishment of the National Education Policy (NEP) Cell within CIQA in November 2021 highlights its pivotal role in driving the implementation of the NEP's transformative goals.

As a guardian of quality and innovation, CIQA underpins IGNOU’s legacy as a trailblazer in open, distance, and online education, ensuring that the university remains at the forefront of educational excellence in India and beyond.

The key objectives of CIQA (as per the notification) are as under:
  1. To act as a coordinating unit for seeking recognition/ approvals from various apex bodies in the country for IGNOU programmes;
  2. To ensure compliance of norms and guidelines prescribed by the Apex/ Regulatory bodies;
  3. To act as a coordinating unit for seeking assessment and accreditation from a designated body for accreditation like NAAC etc;
  4. To undertake self-evaluative and reflective exercises for continual improvement in all the systems and processes of the University;
  5. To develop quality benchmarks/parameters for the various academic and administrative activities of the University;
  6. To retrieve information from other institutions on various quality benchmarks/parameters and best practices to customize them as per the needs of IGNOU and to document our own best practices;
  7. To develop and maintain a central database on all academic and administrative activities of IGNOU;
  8. To identify the gaps in the existing services offered and suggest measures for qualitative improvement;
  9. To conduct need analysis prior to launch of any academic programme;
  10. To create a mechanism of following due diligence in vetting and finalization of MOUs;
  11. To devise mechanisms for interaction and obtaining feedback from various schools/divisions/units/centres of the University and students, employers and stakeholders as inputs for quality improvement;
  12. To ensure participation of stakeholders namely, learners, teachers, members of staff, parents, society, employers, and government in quality improvement processes;
  13. To provide guidance towards inculcation of values of ‘Quality Assurance’ along with those of scholarship and pursuit of excellence among the quintessential learners;
  14. To create mechanism of programme evaluation; and
  15. To ensure continuous improvement in the operations of the University.
  1. The Planning Board in its 42nd meeting held on 15th April 2014 had suggested for establishment of an Internal Quality Assurance System to strive for quality and excellence in the University.
  2. As per the resolution of 122nd meeting of the BOM held on 25th April 2015, a Committee was constituted to examine the use of expertise of DEC staff in the best interest of IGNOU, and for establishment of an Internal Quality Assurance System to strive for quality and excellence in the University.
  3. The Board of Management in its 124th meeting held on 23rd January 2016 suggested that a dedicated Centre for Quality Assurance (CQA) at IGNOU as a Centre having primary focus to shoulder the responsibilities of generating and promoting awareness for quality assurance and to work out the procedural details. The recommendations of the Committee for establishment of IQAC were approved by the Vice Chancellor and noted by the BOM in its 125th meeting while noting the Action Taken Report on decision of BOM at its previous meeting (125.1.2).
  4. The Internal Quality Assurance Cell (IQAC) at Indira Gandhi National Open University (IGNOU) was established vide notification F. IG/TA/2/981/2015/2064 dated 17th October, 2016.
  5. The IQAC became operational on 3rd April 2017 with the appointment of two Officials i.e. Director IQAC and one Assistant Director vide notification F.No./IG/ACD/624, dated 3rd April 2017.
  6. The BOM (Ref. BM 130.3.1) in its 130th meeting while considering the recommendation of the 76th Establishment Committee (EC), decided to rename IQAC as the “Centre for Internal Quality Assurance” in accordance with the UGC (ODL) Regulations 2017 and a Notification F. No. IQAC/Establ./2016-17/3026 dated 7th December, 2018 in this regard was issued.
  7. CIQA was awarded best Centre of the University on 19th November, 2022.

The Centre for Internal Quality Assurance (CIQA) at IGNOU remains steadfast in its mission to foster and maintain the highest standards of academic quality and institutional excellence. Our role extends beyond compliance; we actively champion quality assurance mechanisms that drive continuous improvement in all aspects of the University’s functioning.

Aligned with the mandates of the National Education Policy (NEP), CIQA plays a pivotal role in ensuring IGNOU’s adherence to national and international benchmarks in education. Our initiatives in accreditation, academic auditing, and ranking enhancement reflect our commitment to elevating the University's stature, both within India and globally.
